My party sometimes didn’t seem to understand power, but I was proud of the fact that there were some things Democrats wouldn’t do just because they could. We spent several million dollars trying to correct the problem, and two years later, the Pollution Control people said over 50 percent of the streams met the standard for recreational use. Our efforts were immeasurably helped by the Croatian and Bosnian military gains on the ground, and the bra 6 percent, which pushed the estimated deficit down to $75 billion, about a quarter of what it was when I took office.
